The Reform Act was started during the Clinton Administration in August of 1996. However, welfare has been a controversial issue since the 1960’s. It was not until the late 1980’s, when the citizens were concerned and asking for some kind of reform to the welfare system. I do think that over the years there have been many changes to welfare programs. Many of these changes have been good, although some have been bad.
